International Football Association board (IFAB)
The role of the International Football Association Board (IFAB) is to discuss and decide upon proposed changes to the Laws of the Game. On June 2, 1886 two representatives from each from each of the UK's four football associations (England, Scotland, Wales and Northern Ireland) met for the first time. They decided at the time that each country could decide their own versions of each of the laws as it wasn't extremely different from the original idea. Once the IFAB was the "guardian of the Laws of the Game, their role was to preserve, monitor, and amend the rules if necessary. The game of football spread rapidly around the globe in the years that followed, and in 1904 seven nations came together in Paris to found the Federation Internationale de Football Associations (FIFA). FIFA became part of the IFAB in 1913.

The Fédération Internationale de Football Association (FIFA) was founded in the rear Union Française de Sports Athlétiques at the Rue Saint Honoré in Paris on May 21, 1904. Their job is to organize many football's major international tournaments, especially the World Cup. The first step was getting all the European countries involved. The popularity was rising so much that FIFA had almost no trouble with that. Eventually the population spread beyond Europe with the joining of South Africa in 1908, Argentina and Chile in 1912, and Canada and the United States in 1913. Unfortunately World War One had an effect on the FIFA lasting. There was huge doubt they would pull through among many civilians. Many countries took themselves out of the membership because of their enemies during the war. Nobody wanted to play each other after the war either, but soon a few countries joined up again. Today FIFA is stronger than ever, and the traditional FIFA World Cup continues to happen every four years. Sports is a way to bring nations together, FIFA is a great example of that.

1863: The Cambridge Rules are rewritten to provide the game's first uniform regulations.
1866: The offside law is changed to allow players to be onside provided there are three players between the ball and the goal.
1882: The associations in Great Britain unify their rules and form the International Football Association Board (IFAB) to control the laws of the game.
1891: Introduction of the penalty-kick.
1913: FIFA becomes a member of the IFAB.
1925: Amendment of the offside rule from three to two players.
1958: Substitutes are permitted for the first time, albeit only for an injured goalkeeper and one other injured player.
1970: The system of red and yellow cards is introduced for the 1970 FIFA World Cup finals.
1990: The offside law is changed in favor of the attacker, who is now onside if level with the penultimate defender.
1992: Goalkeepers are forbidden from handing back-passes.
Off sides: The original rule for off sides was that any attacking player ahead of the ball was automatically off sides. Any tactical plays had as many as eight forwards, making the only way to attack was by dribbling.“I think that the most important change I’ve been involved with was the amendment to the offside rule [in 2005], because it meant a big step in the game’s development,” reflected Villar Llona. Changing the law made it so much different on the attacking level because teams had so many more opportunities to score and the defense had a harder time defending all the goal opportunities

Cambridge Laws: The code of rules for association football first made Cambridge University, England. They allow goal kicks, throw-ins, and forward passes. These laws basically changed rugby into a form of soccer. When soccer was first being created all the different colleges kept creating different versions of the game. The off sides rule or the penalty spot was different from one version to the other. This made it very confusing when colleges played eachother.
Referees: Once a single person had the powers to send players off the field as well as give penalties and free-kicks without protests it became a permanent part of the game. The two umpires became linesmen, or 'assistant referees' as they are called today. Also the goal had a net added which completed the make-up of the goal after the introduction of the crossbar that replaced tape 16 years before. With the introduction of rules, the features of the football field started to become more like they are today. The kick-off required a center spot; keeping players ten yards from the ball at kick-off. When the penalty was created in 1891, it was not taken from a spot but anywhere along a 12-yard line until 1902.
Pass Back Law: Before 1922 goal keepers could hold the ball with their hands when their own team member passed the ball back to them. In the 1990 world cup the IFAB ( International Football Association Board) realized this law needed to be modified. It made it even more difficult to score not to mention with the original off sides rule. Those two laws together made it rare that a goal was scored in most matches.
